The Idaho Transportation Department (ITD) has released its US-20 Ashton to SH-87 Preliminary Traffic Operations Report. This document is 432 pages long with a multitude of charts, and full of technical data that possible only an engineer would understand. It can be found here.
ITD also released a 2019 US-20 Passing Lane memo that is 1099 pages long "for a reference", it can be found here. "The purpose of the Preliminary Traffic Operations Report is to summarize the operations of the existing roadway, the projected "No Build" conditions, and several projected alternatives with variable configurations for a multi-lane highway. A four lane highway is proposed in certain sections of US 20. The next meeting "will likely be held" in May, 2022. Maybe by then a layman's description of these reports could be given.
